Off-brand or on-brand, if it is marketed in the US it is required to go through design review that is registered with the FDA. If it has not been registered, and is an import, US Customs won't let it into the country. Part of the required process includes testing of each day's production to ensure emissions are as low as they should be. You might ask the manufacturer for the FDA Accession number of the monitor. Most retailers and distributors won't know anything about that.
