It's based on the configuration of the joint and the expected number of cycles; in the back of the AISC steel manual there are a bunch of figures with different joint configurations. If you are looking for a introduction to welded design, try "Design of Welded Structures" by Blodgett, from Lincoln Foundation. For like 20 bucks, you can't go wrong. It's a lot of book for the money. Also, the fatigue sketches are in the Blodgett, too. http://www.jflf.org
