What Victor is talking about, and what you're seeing in the dialog box, is
the reference temperature for which your material properties are defined
(e.g. for 70F, E=xxx). This has nothing to do with a temperature load.

In Femap, what you'll need to do is first create a Load Set
(Model>Load>Set...) then define a load (Model>Load>Nodal or Surface, or
anything else).

You will then be presented with a form that lets you define all kinds of
loads, including temperature loads...
