I'm assuming the reference temperature you are referring to is listed 
for thermal property data.  That is the temperature of the material that 
the listed properties were measured at.  All materials have thermal 
properties that vary with temperature (some more than others).  In most 
cases though, it is safe to assume that the cp and k values are constant 
 for your analysis.
