What you arer likely to see is incremental increases in discoveries into alternative energy and renewables that will sudenly become viable solutions to the present fuel source - crude oil. Electrolosis of water into H2 and O will suddenly become cost effective, Plants will be found that will yeild larger than normal quantities of vegatable oils bio-diesel or starch for alcohol.
When you burn fuel to make hydrogen via electrolosis, it will never be cost or energy effective.
Generally true. However, there are a number of energy sources that don't involve combustion. and which produce electricity at times of the day that do not track well with the electricity demand. Storing that energy by generating hydrogen with electrolysis makes a lot of sense.
