When you burn fuel to make hydrogen via electrolosis, it will
never be cost or energy effective.

Generally true. However, there are a number of energy sources that don't involve combustion. and which produce electricity at times of the day that do not track well with the electricity demand. Storing that energy by generating hydrogen with electrolysis makes a lot of sense.

Also bear in mind that normal cars are very inefficient at recovering
the available energy in the fuel they burn. Big power plants are much
more efficient, so that fossil fuel -> electricity -> hydrogen
-> fuel cell vehicle is not that much worse than most cars. Hybrid cars (Toyota, Honda), and high efficiency diesels (Volkswagon), do much better.
