The only real good use for obsolete cellular telephones is for 9-1-1 calls. By federal law, a 9-1-1 call can also be made on a deactivated cell phone. As for activating these obsolete phones, why? Activation is going to cost more to the user initially than simply signing up for a contract to get a phone for free with the activation fee waived, provided that you adhere to the stipulation of staying with your service provider for the amount of time specified. This is also assuming that the phone is supported on a network to begin with or that the outfit is willing, or able, to activate the phone. - Reinhart
