Jim,

A friend of mine tried the same thing in Santa Barbara/CA.  She was 
finally told that it would take 10 major accidents (or 3 deaths) before 
the city would consider puttinging in a traffic signal.  That is the 
'cost' of putting in a traffic signal in California!
