DEM data

Is there something (DLL, static library, freeware source code) I can 
download that already has routines and data structures for loading 
DEM data?

I've been looking and not finding and it seems amazing to me that
such a thing could not exist by now.  

There's plenty of software that loads and uses DEM data, but none of 
it has freely available source code.
