1) The 5v line must be loaded in order for the power supply to work
properly.  I believe about 1A load is sufficient.

2) Provided 1) is satisfied, the supply should work for
electroplating.  However, it would be something of a kludge, since
it's really best to have a variable output.  The computer supplies are
fixed.
