 I found a bunch of "dead" Li-ion packs from old laptops.The Li-ion 
cells inside were fine,but I think the "smart" cicuit inside gave up the 
ghost. So I wired them in packs of four. I now have (ermm 1350mah x4) 
5.4AH @ 14.4V for a small transmitter.It should run for a few days 
before needing to be recharged. ;-)  4 paralell packs of 4 cells in 
series.I have a diode between each pack and "output" and a 150ohm 
resistor in paralell with the diode to "trickle" charge the packs. I 
just connect it to ~ 12vdc (or the solar panel),and let it charge.. 
Probably not quite the "ideal" way to charge them,but the old cells 
havn't failed me yet!
