Actually, nearly all monarch scientists agree eucalyptus is a good tree
to use to create or restore monarch overwintering habitats.

Even Lincoln Brower is not opposed to planting eucalyptus in some
situations like at Pacific Grove, California.  In Sept. 1998 on the 
dplex-l list, Lincoln wrote:

"I was very involved in promoting conservation of the Pacific Grove 
monarch sanctuary and I have not opposed planting Eucalyptus"
