Interesting numbers.  In Vedic, you can read Neptune's significance out
of Rahu in the Navamsha.  But you can see clearly here why he won: 
Jupiter, the Moon's ruler, in Leo trine Moon in Sag., and Mercury in Leo
trine Rahu in late Aries, on the sensitive point that was created by the
last Jupiter-Saturn conjunction.  Mercury is strong enough in the birth
chart to neutralize Jupiter's problems in Leo.  So the public (signed by
the Moon) just got this whammy of (percieved) certainty about
evolutionary leadership potential.  

But, yeah, it does fall apart rather dramatically through time.
Certainty based on the Moon is not a good political idea, really. You
need Saturn for that, you really do, and Saturn was 12th from Jupiter
and *8th* from the Moon (reading Vedic whole-sign houses).  In other
words, Saturn was not on board this particular program, which is
generally true of Saturn in the Governator's charts. 

And nothing is more evanescent, I think, than a lunar return reading.
