What you describes happens every lunar month for a couple of days just
before every new moon.  Most calendars have the new moon dates so you
can back up from that.  Most newspapers have the dates of the last
quarter and new moon (which is the week you are interested in) along
with the sunrise (and often moon rise) times.  You should get upwards
of 36 days a year that meet your needs.  Pray to the weatherman for
cooperation.
