What makes you think that that is not a downward force?
 
Instead of saying "downward", I will use your terms.
 
You are applying forces in the direction of BE and in the
direction of BF.  So point B is pulled toward point E and
toward point F unless some opposing force holds it back.

Yes.  But in order to stretch a spring, force must be
applied to both ends.  If you pull on only one end of a
spring, the whole spring will move, and will not stretch.
