There are already thousand of TV station around the world. Many of them broadcast in thousand of KW UHF band. (some have mega Watt? I don't know) So with modest power UHF(narrow band) transmitter with yagi pointing skyward, will it's signal easier to be detect by alien? (compare to the high power TV station).

Some radio hams already do this for Earth-Moon-Earth transmissions. One old 'character' I knew could also light up *unconnected* fluorescent tubes at a surprising distance. The tubes made for a very good "bad SWR" indicator before the feeds melted... (He also dipped the local mains in synch with his morse code tappings...)

(And on occasion, he'd accidentally 'cooked' a few worms and birds. Also spectacularly melted a few heavy duty cables...)

You've got a lot of research to do yet...

Good luck,
Martin
