     I'm usually totally averse to parapsychology hoooey, but there is
a ring of plausibility here (but isn't there always? however...), and
if there truly is a correlation between human observers observing
global events resulting in synchronicity of random generators
dependent on quantum physics ...

Interesting alluring romantic ideas of telepathy. For such experiments to be useful, you need a large sample range and a dispassionate look at the data. Unfortunately, the romantic ideas of those doing the study will likely blind them when untangling mere coincidence from their hopeful 'correlations'.



Maybe this isn't OT? (and time will tell whether or not this was
because of other effects from cell phones, power surges, internet
traffic etc.) But who knows, maybe this will develop into the first ET
observer detector?

Humans and other animals can be very sensitive to physical effects that are not directly detected by one sense alone. The real trick is to be self-aware enough to be able to reliably interpret the alternative 'feelings' without descending into all the hooey rubbish.


One trivial example is having a 'feel' for when a lightning strike is about to occur nearby by feeling the electric field build up. (Possibly by physically feeling the tug and tingle on your skin hairs and other 'tingles'.)
