Well, this isn't exactly true. When the temperature difference between indoors and outdoors is less than 10 or maybe 15 degrees F, then the cooldown time for a refractor is fairly brief (a few minutes at most, and often only the time needed to set the scope up and get your materials ready). However, if it is greater than this, the scope does need to cool down for a significant period, although that cooldown is somewhat faster than seen with other instruments like Newtonians or Schmidt-Cassegrains (unless cooling fans are employed).
