I don't think that whether one group has a better genetic intelligence
endowment than the other is the interesting question. I think the
interesting question is to what extent government-sposored disgenics
programs create or increase such a gap. The government has a policy 
of rewarding less-capable, less-talented people for breeding. In many
neighborhoods, a pregnancy is seen by teenagers as a ticket to their
own government-subsidized apartment. Others in that neighborhood who
understand the value of a college or trade school education and are
intelligent enough to benefit from such educations, and have the
perserverance and foresight to make their dreams happen, tend to put
off breeding and have smaller families (funny how people who pay to
feed and clothe their offspring out of their own pockets have smaller
families). While the more capable people were studying, working and
saving, the brood sows back in the hood had a head start churning
out copies of their indolent, untalented selves.

It doesn't take too many generations of this pattern to dramatically
reduce the average intelligence of a group. 

I would be curious to know what the average IQ for blacks was is 1950
and what the average IQ for blacks is today.
