First, Rumsfeld  praised Bush, characterizing  him as  'eloquent'.

Next,  Bush  stutteringly misspoke his way through the speech
that had been prepared for him for the occasion.

Finally,  Bush signed Rumsfeld's military bill of 401 biliion dollars.
