The local authorities used to do controlled burning up until the
middle '70's when the air quality attainment rules of the federal
Clean Air Act made that impractical. And usually when landowners would
disc their land, the ecofreaks would sue to save some varmint species.
Even with a good case, most landowners could not afford the
litigation, so they quit trying. Now this mess. I wonder how many
"endangered species" got burned up, and look at the air quality
