I think that a lot may depend upon how much the birds want to get over the fence. I have some huge exhibition Orps who had never shown any inclination to jump even one foot. Till a new male was on the other side of a 5 foot barrier the massive cock bird was over in a flash & only very severe wing clipping could keep him on his own side. I also have some breeds, two breeds of which are utility birds of Jills, which live perfectly happily contained by 3 foot fence, no wing clipping needed. If they wanted to be over the fence I know that they could be, (because one of the cock birds did once).
Our growers showed an amazing aptitude for jumping into one of the vegetable plots. My husband put in 6 foot posts, at intervals, strung wire from the tops & hung some black nylon net, they didn't go in after that.
