I would plant the seeds right now where you will want the tree to be. I'm pretty sure they need a cool period before they will grow. You could use the refrigerator, but they would need to be in pots to keep the seed moist. This could let you get them growing weeks or months earlier but you would need to provide good light until they go outside. Either way, plant more than one seed to be sure you get one tree.
Other thoughts...
You might need more than one tree, unless you have wild trees growing very near by. Pawpaws are usually self sterile. Save seed from more than one tree, if possible, so they are not close to having the same genetic background.
Pawpaws grow in the shade of other trees in the woods. They can grow in full sun and make a beautiful tree when grown that way. The new seedlings have trouble with full sun and you might want to build some sort of structure to provide partial shade until the trees get a few feet high.
If you are interested in the fruit, and want the best, consider getting a grafted tree. You could still grow one from seed to provide cross pollination for you fancy grafted tree.
If this is all too much, just plant some seeds and have fun with whatever grows.
