Rotating Wheel

Is the rotating drag of a disk wheel or the rotating drag of a spoke wheel 
(3-spokes or more) bigger?  The wheel is fully with fairing ---> wheel 
rotating without "moving".  There is some literature on "rotating drag" of 
spinning wheels?
