    Bulk accounts are much different from other accounts.
As you have found, they assume that all units are subscribers
and although they give a low per-unit price, if few of the
tenants subscribe, it's quite expensive.  In our building, 40%
of the residents said they wanted satellite TV.  When it was
installed, only 8% actually subscribed.  The rest stayed with
cable or OTA.  The illegality that I referred to was that of
setting up a system as a single-subscriber account and then
turning around and selling that signal to the tenants.
