The SI abbreviation for kilo is lower case k in either case.   What he
said, kB, implies kilobytes, kilobits = kb.

However, 720 kb sounds more reasonable for DSL at that price (mine is
more like 640 kb, for $51.95 counting both the telco and ISP charges).
