DVD Buying question - simple

I never owned a DVD before So I know nothing.

Can I buy a DVD player (and recorder?) and install it on my computer?
Then rent the DVD from ---say Blockbuster. I 'm not interested in making
copies.

I understand that DVD's have a lot of commercials at the beginning. With
the computer, can I skip all these commercials and go straight to the
movie?
