No, it is a problem of incompatibility of the medium and speed you used
with your burner. Only if the problem would apply on all burners would it be fair to say it was "bad quality".


The rules for writing DVDs are similar in this area to those for writing CDs. Start with a line recommended by the drive manufacturer. When you have mastered operations with that one, look for others which may suit you better for price, packaging or other parameters.
