More than likely its the media rather than the burner if the rest of the 
disk is ok.  Defects in disk manufacturer often turn up only in the last 
portion of the disk (where tolerances are tightest), plus its the area 
most likely to get finger marks on (ie the out rim of the disk).

Try another manufacturer of media or burn slower if you can.  Not all 
+/-RW media allows slower burning (as opposed to +/-R which usually 
does).
