If there is a world wide shortage, prices go up, if there is to much media prices go down. As has been mentioned many times, B grade is very cheap but its crap for video burns where the more expensive A grade burnswell on video. Then there are some grades that like certain dvd burners and some that don't. If all media was the same it would be all about the same price. Some cdr media costs 2 to 3 times more than other brands. Take verbatim cdr media for instance, these are scratch resistant so cost more and have the azo dye which is better than the average dyes used. dvd media is a totally different media to cdr media. I doubt you'll ever see dvd blank media down to $10 for 100 disc wether that us or oz dollars. Prices on dvd media have not really changed in the past year and I doubt they'll change much in the next year. The only cheaper media is the less than reliable media that is flooding the market.
