Digital recording is bit for bit. why would their be any loss of video
quality from the hard drive to dvd-r?

Because dubbing (transferring from the hard drive to a DVD-R disk is not a
transfer, bit for bit, on many DVD desktop recorders (it isnât on my
Panasonic DMR-HS2). I think Panasonic decided to keep ithings simple and a
recording in the 2 hour mode recording quality (SP) on the hard drive of a 2
hour and 5 minute movie couldnât be transferred bit to bit. In this case, the
Panasonic re-encodes with the FL (Flexible recording mode) which gives slightly
less quality than the SP mode in this example. Nor could two short segments of
say 65 and 63 minutes recorded in XP (one hour mode) be dubbed to a singled
disk, bit for bit. So Panasonic re-encodes the material in each instance
according to the quality mode selected and the amount of space left on the
DVD-R disk.

While it might be true that a 98 minute movie COULD be transferred, bit for
bit, onto a single DVD, apparently, Panasonic, to keep things simple, chose not
to have that as an option.
