That is, non access devices are legal for you to own, the provider has
to let you purchase and use them.  Access devices, are still, by law,
the domain of the provider, and if they say you must rent a box from
them, then you must. If you buy a n access box, they have to give you
permission to use it on their network, and even perhaps authorise it
to the programming you subscribe to.
