As long as you are passing the RF through to your TV and using your TV tuner
to tune in the channel, it will still be in stereo if it is being
transmitted that way. If you use the VCR tuner to tune in the channel and
put your TV on channel 3 (or 4) to see the output of the VCR, then the audio
would most likely be mono.

Actually, the big networks broadcast almost everything in stereo, along with
most of the major cable networks and premium services. It's up to the cable
company how much stereo actually gets to your house, but most systems have
all of the most popular channels in stereo.
