To a certain extent you do, but the Government, on your behalf, has
decided to put a price on the spectrum. With that, the governmet also
as, on your behalf, decided on what temrs users of the spectrum and do
with the spectrum allocated to them (and how it is allocated)

If you don't like how ther are allowing use of "your" spectrum, you
take it up with your elected representatives to invoke change.

Or you are make out to be a Libertarian, just as an excuse to
potentially steal TV service.
