If an indoor won't do it, then get an outdoor. Hook up the 75 ohm antenna out to the VCR antenna input and the VCR RF out to the TV antenna input. Program your VCR and TV tuners to get over the air broadcast rather than cable TV and do any manual or auto tuner presetting to detect and input the stations into the tuner settings.
