Depends on whether it's a tip dish or a fee you have to pay.  For fee of
course they tell you how much and you pay on the way in.  For tip it
depends.  I always do it on the way out.  In some swanky hotel where the
attendant actually turn the wash basin water on and off for me (yes there
are such places) I tip US$1 or $2.
