Mike Hazard (12" secret agent from the '60s).  
The articulation wasn't that great (compared to GI Joe), but the
accessories more than made up for it.  Add a teaspoon of imagination,
and you're set for the day/week/month! 
He held up much better than the Joes or the Captain Action, too.
