This IS Mattel, who made _Robin_ (Y'know, the one that comes at the end of "Batman and..." to most of the population) a chase figure in their first Batman wave (Rather than, say, the 19th Batcostume variant), and made a popular character like Dumbledore a chase figure in their first Harry potter line. Seems they can't quite seem to realise that "popular" equals "greater chance of selling" rather than "ideal for release in limited numbers benefiting no-one but e-Bay scalpers". :( Luckily slow turnover in the UK meant I was able to pick up Robin and Mr Freeze in the same shop on the same day, but I've yet to see a Joker at all!
