Sorry Todd (and everyone), you're quite right - this is a quote from
the 01-02 rulebook. I should have updated my copy!

I see though that Martha has reworded her question - in fact the
reworded question is what I was trying to answer but I was confusing
outside the service zone with outside the playable area.
