That a rule is made by so-called experts is no assurance its effects will be positive. Per your own words, coaches predictably will fail to properly teach so you can't guaranty injuries won't rise. That predictability leaves the rulemakers ultimately responsible. Too bad you don't have enough confidence to guaranty.
