13 qualifiers + Germany

5 groups of 6 teams
3 groups of 7 teams.

Group winners and the 2 best 2nd place qualify directly.
The remaining 6 2nd place teams will be involved in a playoff.
2nd place teams are determined by results against the 1st, 3rd, 4th, 5th,
and 6th placed teams.
Spain, England, Italy, France must be in a 6 team group due to having more
domestic clubs in continental club competitions.
