There's nothing to misinterpret as FGM isn't mentioned in the Qu'ran and
it's only mentioned once in passing in one of the narattions of the
prophet Muhammed (peace be upon him).

Somalia has a population of 8 million. The average life expectancy is
45 for males, 49 for females. Over 60% of the population are illiterate.
There are 3 radio stations, 4 TV stations and 3 ISPs with 200 internet
users. Needless to say Somalia is a poor country with standards of
living, of health and education way below those found in the West.

In light of the fact that a tiny percentage of the 40% of the population
that are literate have internet access and most probably there are only
a handful of libraries in a country just smaller in size then Texas
practices born out of ignorance, no matter how abhorrent, are
understandable. Like a baby which soils it's pants or is incapable of
feeding itself these people simply do not know better. Now had I not
told you FGM isn't obligatory is Islam you would have been none the
wiser so how on Earth do you expect these people to know?

There is no such excuse for the degenerate behaviour in the West -
whether it's drinking, adultery, teenage crime, racial intolerance, or
filthy habits like pissing in the street or failing to wash hands after
reliving oneself, none whatsoever. IMO it's the latter who are more
backward.

So next time you sit and moan and these backward people who don't
'respect individual rights' bear in mind they have far more important
things to worry about i.e. their next meal.
