In the confusing flag World Cup, we'd have

Chad vs Romania (both Red, Yellow, Blue vertical stripes) with a
playoff versus Andorra (same but with a crest in the middle)

Ecuador vs Colombia (both Yellow, Blue, Red horizontal stripes, yellow
stripe 2x the width of the others, Ecuador has a small central crest)

Bolivia (Red, Yellow, Green horizontal with a crest) vs Ethiopia
(Green, Yellow, Red horizontal with a crest)

Guinea (Red Yellow Green vertical) vs Mali (Green Yellow Red vertical)

(At least 10 countries in Africa have red, yellow and green as the
three colours on their flags)

and in the European "Group of Death"

Netherlands (Red White Blue horizontal)
Luxembourg (Red White Light Blue horizontal)
Russia (White Blue Red horizontal)
Serbia and Montenegro (Blue White Red horizontal)
Slovenia (White Blue Red horizontal with a crest)
Slovakia (White Blue Red horizontal with a crest)
