Supposedly they were going to change the buckle for  2004 ( at least
that is what they told me in an email quite awhile ago) , but decided
not to. Instead they are now  saying that if the user "uses the buckle
correctly" there won't be a problem. If you don't use it correctly,
then I suppose it's your fault if it strips and not theirs.
