Probably it's a combination of the scheduling of the event less than 2 weeks after the end of the last regular Grand Prix, so that the skaters have no time to prepare or train the second program this year, and the fact that it is being held at altitude where many of the skaters have trouble getting through just one free skate. -Sandra the cynic
