Well they had to. Even with the rigged draw they couldn't do it at
home in 1991 - beaten by a one-trick-pony team and also by the
eventual winners, and they failed again at home in 1999 - beaten by
two one-trick-pony teams, including one whose trick was to kick drop
goals at every opportunity. The irony! The humanity!
