Dummy ball in hand is allowed - as it is in any other phase of play. 
Dummy without the ball is illegal  ie move hands as if passing but
ball remains on ground within the ruck.

Dawson's dummy was with ball in hand - its legal and permissable and
the Aus fringe defence that were too busy thinking about JW to
remember to cover the ruck fringe bought it left right and centre.

Summary - it wsn't an illegal dummy.
