IME some do and some don't. Most smaller ones seem to but then I
imagine the fixed costs of a race on the Clyde, Tyne or Caley canal
are significantly lower than the Scullers Head!

Glasgow Fours head was cancelled with a full refund of fees. However,
they have eben able to reschedule this with a reduced entry fee to
ecourage people to go. But as I said, I think that their fixed costs
are quite a bit less than a london head.
