Where events are reasonably solvent, and not aiming necessarily to make a profit, they will usually try to maintain a reserve of enough to cope with the possibility of at least one cancellation. If this enables them to make at least a partial refund of entry fees in the case of cancellation they may try to do so, but most events would not guarantee to be able to do so. As has been stated elsewhere, it may be more difficult for the small boat events to build up such a reserve, in that the costs are almost as much to run an event for 500 scullers as for 400 eights, and the cost per competitor is therefore going to be a lot higher. -- David Biddulph Rowing web pages at http://www.biddulph.org.uk/
