You can reach much higher speeds rowing just the middle third of the stroke (eg rowing

where hydrodynamic lift is a maximum.

If hydrodynamic lift were significant I would expect these to be the other way around.

In the interests of balance, however, I should qualify this by saying that 
hydrodynamic lift
would increase with the velocity of the water across the face of the blade, so since 
such
tests are, by their nature, not at full speed they would tend to underestimate the
contribution of hydrodynamic lift to a boat which was travelling at full speed.
