Scott, A friend of mine has been in the boot and saddle repair business for years. He cleaned boots with Comet and water. Then he used saddle soap or Leather New, something with glycerine in it. Make sure you don't use Comet with bleach in it. It will lighten the color. If your chaps are dyed, maybe just use water and a soft bristle brush or sponge. Afterwards, use saddle soap or Leather New.
